What is new is the free allowance. Meta gives every business phone number 1,000 free service messages per month and charges from the 1,001st (Meta pricing page, as of October 2026). Unused messages do not roll over. The allowance covers service messages only, not utility templates or Meta Business Agent replies.

One trap: with no payment method in your Meta account, delivery stops once the 1,000 are used. From reply 1,001 on, customers get nothing.

Meta changes prices only on January 1, April 1, July 1 and October 1, with a month's notice, so review the budget quarterly. All of this is the Platform (API) pricing; the free WhatsApp Business app is a different product.
